I think you are probably right about a blockage and if you can
disconnect the hose and back flush you may be able to clear it out. Or
you may be able to stick a small wire/pin in the nozzle to make sure
it's clear. It used to be that you could adjust the aim on the nozzle
but I think those days are passed. Never heard about adjusting the flow.

The direction of the stream is adjusted by placing a pin or needle in
the nozzle opening and moving to the desired direction. This may also
help clear the opening of any obstruction.
