For under $100, I'd suggest a used CAI....but I dont think you'd get more than 10hp. Maybe some new plugs and wires might help boost the hp as well but im not sure what would be recommended for your car.

Ive got a question... When people gut the interior do they tae everything off the door panels and just leave the shell visible along with the door mechanisms? And you guys take out the rearseats and interior aswell too?

Well it depends on how thorough of a gut you want
the most basic is removal of the rear seats and spare tire and jack
but can go as far as no door panels dash carpet seats beside driver noise inhimbitor insulation trunk cover anything besides door handles speedo and seat and belt

It is a common practice to remove everything that isn't necessary to reduce weight. For every 100 lbs (?) you gain 1/10th of a second in a quarter mile. Also they will replace glass panels with lighter composite materials. Glass is very heavy.

Back to something under 100$, the ecu idea is good, but from my understanding it will still involve advancing the timing electronically, so that means you might be forced to use higher octane. The cone will not make much noise, nothing really noticable, either way it sounds good, dont think about it like your exhaust, I havnt heard one cone that made an engine sound bad.
Pacesetters suck but you can get their headers for around 100$, if you are looking at performance generally why dont you consider getting a strut bar, however get the non-adjustable one since the adjustable ones dont make a difference.
if you are a do it yourself guy, take off your throttle body, port it to match the intake perfectley, same with the intake matching the cylinder head, you will only spend money on the gaskets. dont do the port and polish for the cylinder head, since its pretty complicated and you can up pretty good if you dont know what you are doing.
However best bang for buck are stickers. think about 100$ worth... .
