is it possible to hand over the ownership from one family member to another?

I believe that there is no charge if it is a direct family member, ie: Mom, Dad, Sister, Brother. Your best bet would be to contact the ministry of transportation.

There is no fees , you just have to fill out a form calling it a gift.
and you dont pay any tax on the car at all. you will just have to get your own plates for the car. thats all

You don't need a safety and e-test as you are allowed to give a vehicle as a one-time gift to a family memeber. Go to the ministry and get the paperwork done and you dont need to worry about any of the hassles that normally go with changing the ownership.
