Interest in road circuit

Just curious to costs. I heard a rumor a long time ago that TMP had closed its road course circuit because they didn't get permission through the town to build...? I'm interested in racing at the road course. How much?

The TMP road course has re-opened last year after fixing the noise complaints and should be open this year as well.
