'98's are weird and are alone on a couple things like this.

Personally I wouldn't bother with a tuner. Just find someone local to tune it using HPTuners or send the PCM away. The tune will be much better than what you'll do with a handheld unit.

yea thats what I was figuring, man you would think you could chip it because it is a ls1 vette engine, like could I take a vette's ecu and stick it on my Camaro?

No, it doesnt work that way.

Btw, its an ECM or PCM, never heard it called an ECU. Chipping is out, thats a quick way to ruin a motor. Handheld tuners are peices of junk. If you're going to get it done, take it to a shop with a dyno, do a few runs, and have a pro do it. If you dont have a local dyno-tune shop, PCMforless.com or similar sites for mail order tunes would be best.

Besides, what are you trying to tune the car for? Unless you have major mods, there is little to no point to tune it unless you're an auto and just want to change shift points.
