Talking Ecu Question!

hi i swapped a non vtec f22b2 in my 96 honda accord exr. The old engine was a vtec f22b1. The engine installed now wont rev over 3500 rpm, is this a result of my ecu?? if so, will a non vtec ecu just slap in where the current ecu is plugged in??
