They can run low 13's on street tires with a good driver. With a poor driver, sure, Ive seen high 13's, low 14's.
When you do run at the track, please post your time slip. Not that I dont believe its possible that you won, but Id be interested to know what your set up runs. However, keep in mind that its entirely possible that he wasnt racing. I cant tell you the number of times Im just minding my own business and some kid comes blazing by me then throws on their hazards lol. Im old enough that I dont feel I need to prove anything anymore

As of right now my own personal vehicles the fastest thing ive owned was my old civic my best time at the track was 12.43@117mph on 100 shot and alot of other work...it went high 11's with the new owner and an 11.4@123 mpg on a 150 shot but blew 3rd cyl piston rings doing so not enough fuel to handle that shot...And now im building a monster domestic so honestly from the sounds of Brown_Kid its probably a GSR with slight headwork and bolt ons so mid 13's non consistant so...how bout me no bottle you on the bottle and when im at the track...loser pays the others track charges for the day...

but see its gonna have to be a track event when i do...right now im like every other guy on this board blowing smoke cuz its in the works i dont wanna take up on challenges that god forbid something comes up and it gets pushed back i dont wanna be a talker....i back what i can do up....so while im in the break in period ill start taking on some challenges and i highly doubt any civics are gonna be coming looking for me for money...GSRMATT n TATTOO's old cars were fast as hell but i will soon enough prove they couldnt hold a candle to my car...so if it isnt at least a 11.0 car dont waste your money or time...for ***** if you wanna pull bside at the track and go for a friendly pass i got no problems like i said im not looking to be #1 around here...im doing this for me and enjoying myself...but dont bite off more than you can chew

I have a 2001 LS1 Fbody, fully stock. The only thing that I have done is change the spark plugs. I ran in Cayuga last summer (it was a hot day 25-30C) on a sunday afternoon best time = 13.521@109mph
60'=2.170
330'=5.926
1/8=8.897
mph=82.45
1000'=11.414
1/4=13.521
mph=109.41
This was with really crappy street tires. And on pump gas (ultra 94).
Must be some pretty impressive Civic to smoke an LS1. 335ft/lbs of torque at 4000rpm, it might be a bit heavier, but there is no replacement for displacement.
I'm not saying you didn't smoke the camaro... but if you did, you must have something impressive done to that civic.
