PT Barnum had an expression about stuff like this. Mr. Palmear, or anyone
else can claim all they want to claim. Until his claims are demonstrated,

The claim of collusion doesn't make sense. Although American brands include
a number of choices that are far from fuel efficient, many models are as
fuel efficient as their overseas competitors. Given the potential costs to
the American auto brands if the public prefers more efficient models,
enormous amounts of money would have to change hands between the various oil
companies (they are all competitors in selling petro products, you know) and
the various car makers (ditto). Let's see it.

There was a repair place near me that specialized in Dodge Caravans &
Plymouth Voyagers. The Dan's (the owner) theory was that he needed to
specialize in vehicles that were exceptionally unreliable, that sold in
large volumes, and that owners kept for a long time. He had a great run
until around 2003 or so when everyone started buying the Honda Odyssey
and Toyota Sienna. Now he's moved to a smaller location, and he doesn't
limit his repairs to those two models as there just aren't enough of
them around anymore.
